I also measured Tampere, Finland (which I expect to be more accurate than SF) on Google Earth, which I compared with the map from the game. And this can only be done with SC4-style regions. Realistically, I think that's going to be #2, where you would connect with the outside world, though I hope we can seriously build sprawling metropolises like in real life. Is this a preview of a REGION ala SimCity 4?.

The vanilla 'Islands' (it jas some, but is not an archipelago by a long shot) map has a very capable river 2-3 tiles out, I have 2 dams on it creating more than 2000MW. However, this large area seems to go beyond the map presented in the 'Zones & Signature Buildings' video. I think one of the original maps had a 1600 mw dam. I think it has been pointed out that New Dollarton was built on the River Delta map.
